RULES
AND CODES OF CONDUCT
Players
are the most important people in the Club. Playing for the team, and for the
team to win, is the most fundamental part of the game. But not winning at any
cost – Fair Play and respect for all others in the game is fundamentally
important.
Additions,
alterations or amendments to these Rules and Codes of Conduct (not By-Laws),
will be at any Committee meeting, and any changes shall not become effective
until seven later.
Code
of Conduct for Players
Obligations
towards the game
A
Player Should
o
Make every
effort to develop their own sporting abilities, in terms of skill, technique, tactics and stamina.
o
Give maximum
effort and strive for the best possible performance during a game, even if his
team is in a position where the desired result has already been achieved.
o
Set a positive
example for others, particularly young players and supporters
o
Avoid all
forms of gamesmanship and time wasting.
o
Always have
regard for the best interests of the game, including where publicly expressing
an opinion on the game and any particular aspect of it, including others
involved in the game.
o
Not use
inappropriate language.
Obligations
towards one’s own team
o
Make every
effort consistent with Fair Play and the Laws of the Game to help his own team
win.
o
Resist any
influence, which might, or might be seen to, bring into question his commitment
to the team winning.
o
Respect for
the Laws of the Game and competition rules.
o
Know and abide
by the Laws, rules and spirit of the game, and the competition
rules.
o
Accept success
and failure, victory and defeat, equally.
o
Resist any
temptation to take banned substances or use banned techniques.
Respect
towards Opponents
o
Treat
opponents with due respect at all times, irrespective of the result of the game.
o
Safeguard the
physical fitness of opponents, avoid violence and rough play, and help injured
opponents.
Respect
towards the Match Officials
o
Accept the
decision of the Match Official without protest.
o
Avoid words or
actions, which may mislead a Match Official.
o
Show due
respect towards Match Officials.
Respect
towards Team Officials
o
Abide by the
instructions of their Coach and Team Officials, provided they do not contradict
the spirit of this Code.
o
Show due
respect towards the Team Officials of the opposition.
Coaches
will be responsible for ensuring that...
o
Children’s
contacts are informed of matches and training times and venues.
o
Training is
provided for all members in their age group, structured around basic ball techniques
and skill.
o
The behaviour
of children and adults are acceptable whilst they are representing The Club.
o
Children
register their membership with the club prior to playing any matches.
o
Any misconduct
or unacceptable behaviour by children or adults is reported to the Committee in
the first instance.
o
Club kits,
training equipment issued to them, and other assets used, are properly cared and
accounted for.
o
All moneys are
collected at matches and training sessions, and passed onto the treasurer or his representative.
o
Their teams
abide by all rules of leagues or competitions in which they compete.
o
The Club’s
committee receive the support of coaches in a similar manner to which they will
always expect support themselves.
o
They have with
them at all times, (that is matches, training and all other functions) their
Teams Membership Registration Folder that contains any known medical
conditions and emergency phone numbers, also to have with them at all matches
and training sessions a first aid kit. They should also have, a copy of the
Clubs Bylaws and rules, and the following publications, the FA Child Protection
Policy, the FA Goalpost Safety Guidelines, the Clubs equal opportunities and
anti discrimination policies.
o
That if any
boy/girl is receiving any medication (inhalers etc) these must be present at all
training/matches to enable them to play.
o
They do not
allow themselves to become in a single adult/child situation that could
conceivably lead to an allegation of improper behaviour.
o
They do not
hold meetings with parents without proper notice to the committee.
Parents/guardians
shall........
o
Pay such fees
as are set for registration, training and matches.
o
Not act in any
way that would bring The Club into disrepute.
Fully
abide by the content and sentiment of the following:-
o
Children are
not playing to satisfy an adult’s ambitions.
o
Youngsters are
involved for their enjoyment - not yours.
o
You have a
responsibility to encourage the children to play by the rules.
o
Teamwork and
effort are just as important as winning. You should accept losing without undue
disappointment.
o
Do not allow
your winning side to gloat over their victory.
o
Never ridicule
or shout at a child for making a mistake or losing. Praise them - or keep quiet.
o
Set an example
- applaud good play by both teams.
o
Never publicly
question the referee’s decisions. Never doubt his or her honesty.
o
Help remove
all verbal and physical abuse in football.
o
Recognise the
value and importance of all the committee members and all coaches who give up
their time to help young people.
o
Allow the
appointed coaches to be the only source of coaching during any match, parents
are encouraged to be vocal with positive praise and encouragement, but NO
tactical or technical instructions what so ever.
The
Club for its part shall........
o
Supply
training and match facilities - pitches etc...
o
Supply
team’s playing kits.
o
Supply
training equipment at an approved level approved by the committee.
o
Ensure the
collection of moneys at scheduled training sessions.
o
Ensure
affiliation to the F.A.
o
Organise team
registration for leagues.
o
Ensure proper
insurance.
o
Supply
detailed membership information of children in each age group (contact
information, medical conditions etc...)
o
Ensure that
coaches receive the support of the committee in a similar manner to which they
will expect support themselves.
o
Ensure that no
boys are excluded on financial grounds, where parents are experiencing genuine
financial difficulties, club fees could be waived by the committee (and names
kept private on a need to know bases) this being reviewed at regular intervals.
Sponsorship
The
cost of running the Club increases year by year, with a very large proportion of
our income being spent on pitch hire and indoor and all weather training
facilities. It has always been the aim of the club to keep training and match
fees to a minimum.
Without
our sponsors the Club could easily find itself in a situation, where we might
not be able to balance the books in the future, with the formation of new age
groups every year, that require a large capital outlay for kit etc to get them
started, we are therefore always looking for additional income, to maintain the
future growth of the club, and to unable us to offer football facilities to an
even larger number of children in the future.
So
if you know of a person or any business that might be interested in sponsoring
the club, please speak to them. The Club has a number of sponsorship packages to
suit all size of companies, ranging from full kit sponsors to inexpensive
training equipment.

Registration
The
Club operates a member registration scheme, which serves a number of purposes;
o
First and
foremost, it ensures that we have contact details for the children. Coaches
regularly need to ring you with changes to training times/venues, team selection
news etc. and without full details, the club cannot provide them with up-to-date
contact information.
o
All Leagues,
the F.A. and individual club tournament rules require membership of the club
before any child can register to play. Amongst all the things they have to
remember, this fact is easily forgotten by coaches when sorting-out teams, but
when overlooked can involve the Club in costly fines, lost points (in the case
of league teams) and even F.A. disciplinary proceedings.
o
Perhaps most
importantly of all, the membership registration folders contain a record of
emergency phone numbers and medical information, which is held by the coaches in
the event of an accident. Simple bits of info like "Johnny has mild
asthma" or "he is allergic to sticking plasters" can make all the
difference in the unfortunate event of a child being hurt whilst in our care.

How
much does it cost?
Fees
are set by the committee and are currently set at £33.00 three times a year
(Sept Dec April) plus an annual registration fee of £10
(June 2006)
Training
If
you miss a training session prior to a game, you will not be considered for
selection, the only acceptation is, if you inform your team coach of your
absence, before the training session.
Insurance
The
club has insurance (public liability) to cover any damage that the children may
cause whilst playing football for us. This cover does not extend to the
children themselves. The club is also insured against any claim arising
from injury caused by its property. The policy (through the F A) is the same as
the vast majority of football clubs in the country.
Consensus
We
try to run the Club with as much support and consensus as possible. If there’s
any aspect of your child’s involvement about which you’re not entirely
satisfied, please let the Chairman know or any committee member.

TIME AND DATE OF MEETINGS
The
AGM will take place on the last Wednesday of May at 20.00. Other Committee
Meetings will take place at least four times a year, or at any time, when the
Chairman decides to call such a meeting giving seven days notice to the
secretary.
Open Forum meetings, for all members will take place at least once a year,
giving the same seven days notice.

ELECTIONS
Will take place at the AGM to form the Committee. They will be elected by a simple majority into the office of Chairman, Secretary, Treasurer, Fixture Secretary, Assistant Secretary, Child welfare Officer, Girls football co-ordinator, Head coach and five other members without portfolio. All positions are open to parents and guardians of registered players and associate members male or female.
The
Committee may at any time invite up to a total of three members (full or
Associate) to join them as co-opted members of the Committee, for 12 months
or to the next AGM which ever is the sooner. Any co-opted members will not have
a vote on the Committee.

If
any person wishes to stand for an office he/she will need a proposer and a
seconder to nominate them in writing, and the chairman needs to receive this in
writing seven days before the AGM.
2-2
It
is presumed that all persons will wish to remain in office, if this is not the
case nominations will be received from the floor at the AGM. A proposer and
seconder will still be needed and the seven-day rule will not apply.
2-3
Parents
or Guardians (two in total) of boys/girls who are registered to play for The
Club and associate members are eligible to vote.
2-4
If any parent or Guardian who has had a boy/girl, who has been registered to play for the Club and now no longer plays, for what ever reason, or any other adult who has been invited to join the Club, and voted in at a committee meeting, will become an Associate Member on a payment of £5 (five pounds) per annum, as an Associate Member they would have the same voting rights as full members, The £5 fee could be waived by the committee, in cases where a parent or invited adult has been, or will be actively involved in the running or coaching of the club,

RESIGNATION AND OTHER MATTERS.
If
any member of the committee wishes to terminate their position, they need to
tender their resignation in writing to the Chairman or orally at a Committee
Meeting. There will be a seven-day period to give the person time to reconsider,
before his resignation is accepted. If the resignation is given seven days
before the AGM or at the same meeting, the seven-day rule will not apply.

When
a Committee Member resigns, and after a seven day period. The chairman will
replace that member with a person of his choice, (that person not being a
current Committee Member) until the next AGM that person having the same voting
rights as his predecessor.
3-2
Five
Committee members (not co-opted) shall constitute a quorum for the transaction
of any business.
3-3
Additions,
alterations or amendments to these by-laws, will be by notice of motion passed
at any Committee Meeting, to be proposed at the next AGM or Special General
Meeting giving the membership seven days notice, and any changes shall not
become effective until voted on at that meeting.

Any
Committee Member if they wish may claim out of pocket expenses, for such items
as postage, phone calls, and other minor items.
3-5
All monies received, that being training fees, match fees, donations and sponsorship or from any other source what so ever belongs to The Club, use and distribution of these funds shall be the sole responsibility of the Club Committee. All age groups will be expected to arrange one fund raising event during the year.
3-6
If
any Member of the Committee undertakes a dual role, i.e. two Committee jobs,
that person would have only one vote.
3-7
The
Club will be affiliated to The Football Association and abide by their Child
Protection Policies and Procedures, Equal Opportunities code of conduct and Anti
Discrimination Policies, and in
all respects the club shall abide by and strictly conform to rules, of the FA
and any league that The Club plays in.
3-8
The Club Committee shall have the power to suspend or to expel any member; there shall be no appeal procedures. Any fines levelled at any member by the FA or any League will be payable to the club, by that person within seven days.
3-9 MILE OAK FC
Hangleton Rangers Youth FC is the official feeder club to Mile Oak FC and we will only have teams up to the age of under 16
Mile Oak FC will have two representatives on the committee with full voting rights.

DISSOLUTION
If
at any General Meeting of the Club, a resolution be passed calling for the
dissolution of the Club, the Secretary shall immediately convene a Special
General Meeting of the Club to be held not less than one month thereafter to
discuss and vote on the resolution.
If at that Special General Meeting, the resolution is
carried by at least two-thirds of the members present at that meeting, the
committee shall thereupon, or at such a date as shall have been specified in the
resolution, proceed to realise the
assets of the Club and discharge all debts and liabilities of the Club.
After discharging all debts and liabilities of the Club, the remaining assets shall not be paid or distributed amongst the members of the Club, but shall be given or transferred to another voluntary Youth Football Club, or some other voluntary youth organisation in the area, having objectives similar to those of the Club.

CHAIRMAN
Will
chair all meetings of the Club, comprising AGM, Committee, or any other meeting
under the Club's name. If at any meeting where votes are equal the chairman will
have a second or casting vote. His duties include overseeing all aspects of the
running of the club, to make sure all rules, regulations & obligations are
applied, and to sort out any disputes that might arise from time to time, always
having the good name of the Club utmost in mind.

TREASURER
Will
be responsible for all monies, he will also keep an accurate record of the Clubs
finances, listing monthly income and expenditure and presenting annual accounts
(up to the end of April) at the AGM for adoption. He will also be responsible
for making all payments. Payment of any sum exceeding fifty pounds, to be used
for other than ordinary purposes, may be made only by resolution of the
Committee.

SECRETARY
Will prepare an agenda for all meetings. He will be the main point of contact for outside agencies and the primary official voice of the Club. He will also be responsible for booking training and arranging venues in liaison with the team coaches.
8 FIXTURE SECRETARIES
There will be two fixture secretaries, one to cover mini soccer under 10s and younger and one to cover under 11s and older.
They will arrange all games for the Club (league, cup and tournaments) making sure all coaches are fully informed and results are telephoned to the League or FA as required.

CHILD WELFARE OFFICER
Will
be responsible for all aspects of Child Protection within the Club, ensuring
that the FA Child Protection Policies and Procedures are fully operated within
the Club.
10 ASSISTANT SECRETARY
Will keep a register of the transactions from all meetings and be responsible for Club registration, this being Club registration and League, ensuring all members have filled in The Club forms and all members are registered in the league they play in, keeping an up to date register of all members. And to assist the secretary when requested.
10A GIRLS FOOTBALL CO-ORDINATOR
To be the link between girls football and the Committee, working closely with the Secretary
10B TWO MEMBERS OF MILE OAK FC
11 TEAM MANAGERS
Will
be appointed by the Committee and will be in total control of all playing
matters, that being team selection and training for his allotted team. He will
also make sure our Fixture Secretary is informed of results and all League paper
work is completed and returned on time. If an assistant is required, the
manager
will make his own appointment.
11A HEAD COACH
Will oversee the Coaching Development of the Club, to liaise with the committee about coaching matters and arrange Coaches meeting and coaching related events, and offer coaching tips and training where required or requested.

AUDITOR
Will
be elected at the AGM by a simple majority. The criteria for this position are
someone with a working knowledge of accounts, possibly a
person who runs a small business.
This position is not open to Committee Members.

1. Both Clubs to keep their own identities as a football clubs.
2. To explore possibility of becoming a FA Chartered Standard Community Club.
3. Hangleton Rangers would run teams up to the age of under 16, and Mile Oak any age above.
4. Mile Oak to take on teams from Hangleton Rangers who wish to play after the age of 16. Hangleton Rangers to become the official feeder club for Mile Oak.
5. Mile Oak would take the team plus the coaches, if they wished to continue.
6. We would have reciprocal advertising agreement i.e. wording to be agreed by both clubs.
7. Hangleton Rangers and Mile Oak would have two committee members on each others committees with full voting rights.
